Italy Introduces Comprehensive Reform for Online Gambling Licensing

With an initial focus on a revised licensing structure for online operators, Italy has started a significant reform to its gambling laws. All operators that serve Italian players must obtain licenses by the end of 2025, according to the Customs and Monopolies Agency (ADM), which has launched the application process. Applications must be submitted by May 30, 2025.

Stringent Licensing Costs and Requirements

The updated framework imposes a significant financial commitment on operators. Each license costs €7 million (US$7.3 million), with €4 million (US$4.17 million) due upfront. The remaining €3 million (US$3.13 million) must be paid before launching under the new system.

License holders will also face a 3% annual tax on revenue and a smaller levy for anti-corruption efforts. Additionally, operators must guarantee at least €3.7 million (US$3.86 million) annually in revenue-based tax contributions.

To qualify, applicants must meet strict eligibility criteria, including demonstrating €3 million in annual revenue for the past two years. ADM aims to issue about 50 licenses, expecting to generate €350 million through application fees. Corporate applicants can streamline operations by applying for up to five licenses.

This licensing initiative is just the beginning of Italy’s most extensive gambling reform since 2011. The next phase, set for 2024, will address land-based casino regulations and work towards unified national gambling laws. Key discussions will include revisiting the 2019 gambling advertising ban and resolving inconsistencies in regional rules.

Despite the progress, online poker operators hoping to merge Italian players with European pools will need to wait. ADM remains focused on aligning Italy’s regulations with broader European standards before considering further market expansions.
