Nederlandse Loterij has forced Skyhills offline in the Netherlands after sending cease and desist notices to companies and directors linked to the unlicensed gambling platform.
The action follows the lottery operator June court victory against Lalabet and makes Skyhills the third unlicensed site targeted after Lalabet and Qbet.

Lalabet Ruling Gives Nederlandse Loterij a Legal Route
Nederlandse Loterij wants Skyhills operators to stop targeting Dutch players and disclose more information about the company structure.
The notices went to companies and directors in Costa Rica, North Macedonia, the UK, Curaçao, Malta and the Marshall Islands. Nederlandse Loterij said the first objective has already been achieved because Skyhills can no longer be reached from the Netherlands.
Arjan Blok, CEO of Nederlandse Loterij, said:
“Skyhills uses devious advertising, including on TikTok, explicitly targeting Dutch players, especially young people. Players there gamble without any safeguards and face all associated risks.”
The strategy builds directly on Lalabet. A Dutch court ruled in June that Lalabet operators and directors acted unlawfully by targeting Dutch consumers and ordered them to stop while providing ownership and shareholder information.
Nederlandse Loterij is appealing the part of that ruling involving Curaçao trust firm DECC. It argues trust companies should investigate client activity more closely. The same firm has also been linked to Qbet and Skyhills.
Unlicensed Spending Remains High
The legal action comes as Dutch authorities give unlicensed gambling higher priority.
Ksa data from April showed 91% of Dutch online gamblers use only licensed operators, but licensed sites capture just 53% of gambling spending. The regulator believes customers lose much more per person on unlicensed platforms, where Dutch player protection rules do not apply.
Ksa has therefore allocated more resources in 2026 to disrupt unlicensed gambling infrastructure and work with payment providers, hosting companies and social media platforms.
Blok said:
“The government must act now through criminal prosecutions by the Public Prosecution Service, alongside measures taken by regulators and licensed operators.”
He also called for banks, payment companies and hosting providers to play a greater role in cutting access to unlicensed sites.
