Two major casino projects in New York cleared big hurdles on Thursday as both Resorts World New York City and MGM Empire City in Yonkers secured unanimous approval from their Community Advisory Committees (CAC). The votes move both applications forward to the New York Gaming Facility Location Board, which will make the final decision later this year.

Resorts World earned a 6-0 vote in Queens, reinforcing its position as a frontrunner in the downstate license race. The plan includes a $5.5 billion transformation of the existing site, featuring a 7,000-seat entertainment venue, 12 acres of public green space, and more than 30 food options. A “state-of-the-art sports and media complex” is also part of the proposal, introduced alongside Queens native and NBA champion Kenny Smith.
Robert DeSalvio, president of Genting Americas East, expressed gratitude after the vote:
“On behalf of the entire Resorts World team, I want to thank the Community Advisory Committee for recognizing the impact we will have not only on Queens but all of New York City and State. We are incredibly grateful to the large number of residents, partners, and supporters who touted this project, without a single person speaking against it.”
The project is projected to generate 24,000 jobs and $1 billion in new revenue in its first year. If approved by the board, the casino could open by July 2026.
Earlier in the day, MGM Empire City secured its own 5-0 unanimous approval in Yonkers. The plan expands the existing racino into a full casino with live-dealer table games, a BetMGM sportsbook, new dining options, and a 5,000-seat entertainment venue.
Advisory board chair James Cavanaugh backed the decision strongly:
“A casino license is a good deal for New York State, for Westchester County, and especially for Yonkers. For that reason, I join the rest of my fellow committee members and vote yes.”
The Yonkers site already provides $30 million in annual tax revenue, and MGM expects that number to increase by at least $20 million once expansion is complete. The project also promises thousands of new jobs, a renovated complex, and $100 million in community infrastructure mitigation.
With both Resorts World and MGM Empire City receiving unanimous support, attention now turns to remaining bids across New York, including Bally’s at Ferry Point, The Coney in Brooklyn, and Steve Cohen’s Metropolitan Park project. Several Manhattan proposals have already been voted down, making Queens and Yonkers key players in the race for licenses.
