Jean-Luc Moner-Banet Elected President of ULIS With New Executive Team

United Lotteries for Integrity in Sports (ULIS) has taken a fresh step forward with the election of Jean-Luc Moner-Banet as President. The announcement was made at the organization’s General Meeting in Bern, Switzerland, where a new Executive Committee was also confirmed to serve until 2028.

The appointment of Jean-Luc Moner-Banet signals a new phase for ULIS as it balances its strong track record with the challenges of today’s fast-moving sports betting industry. With its new leadership team in place, ULIS is aiming to further strengthen its role as a global guardian of integrity in sport.

A Career Dedicated to Sports Integrity

Jean-Luc Moner-Banet is no stranger to leadership. He joined Switzerland’s Loterie Romande in 1998, became Deputy Director General in 2001, and has held the role of CEO since 2007. His influence stretches well beyond Switzerland. Over the years, he has played important roles at the World Lottery Association, European Lotteries, and the Betting Integrity on Sports & Horse Racing Committee.

He also helped create the European Lottery Monitoring System, which later grew into the Global Lottery Monitoring System (GLMS). That platform, designed to spot betting irregularities, evolved into ULIS in 2022. Today ULIS brings together state-authorised lotteries worldwide to combat competition manipulation and illegal betting.

  7. Ales Vesely – CEO, SAZKA a.s., Czech Republic
  8. Lemeng Wang – Board Director, China Sports Lottery Operation Co., Ltd., China

ULIS also expressed its gratitude to outgoing President Gilles Maillet and the 2023–2025 Committee. Their term saw major projects delivered, including the launch of EDULIS, an educational programme on betting integrity, the rollout of an advanced monitoring platform, and expanded collaborations with international sports bodies like UEFA and CONMEBOL.
