Thailand is moving ahead with its plan to build a large casino-entertainment complex, positioning it as a key engine for economic growth. The Finance Ministry expects the project to raise GDP by up to 0.8% once operational.

Deputy Finance Minister Julapun Amornvivat said on Wednesday that the country must develop new sources of growth, and the integrated casino project is central to that plan. The complex aims to attract international tourists, extend average stays, and increase visitor spending.

Concerns about the risks of gambling-related harm and money laundering have led to pushback, delaying the bill’s initial reading in April. The government says it has consulted with multiple sectors to ensure transparency. Parliament is now expected to review the proposal in July.

The casino will operate within a larger entertainment complex that also includes luxury hotels, an indoor stadium, a shopping mall, museums, and cultural attractions. Officials say this mix of offerings will help drive traffic throughout the year, avoiding the limitations of seasonal tourism.

Deputy Secretary-General to the Prime Minister, Suksit Srichomkwan, emphasized that natural attractions alone are no longer enough to compete globally. He argued that the casino complex will help diversify the tourism sector, bringing in both short-term and long-term gains for local businesses and SMEs.

The development, valued at around 100 billion baht, could generate annual tax revenues of 12–40 billion baht. Authorities plan to use the funds to support education and community development.

When asked whether the casino element could be excluded, Suksit responded, “It is a business model … it is integrated. This adds value to the tourism sector.”
