A previously confidential report commissioned by Evolution has entered the public record and opened a new front in its long running court dispute with Playtech and Black Cube.
Playtech said September 9 that the Spectrum Gaming Group report supports core concerns from the earlier Black Cube investigation over operator monitoring and access to Evolution games in restricted markets. Evolution maintains that the original investigation was defamatory and has sought to add Playtech and other parties to its New Jersey lawsuit.

Spectrum Report Raises Monitoring Questions
The dispute now centers less on whether Evolution directly operated in restricted markets and more on how closely a B2B supplier must monitor downstream casino operators.
Playtech said Spectrum found that Evolution “does not take any proactive steps” to check whether customer facing operators using its games comply with contract terms.
According to Playtech, Spectrum also described some compliance issues as “significant” and “problematic” and said they could leave Evolution exposed to law enforcement attention.
However, the 2022 report did not conclude that Evolution had engaged in unlawful conduct. It instead questioned whether procedures used to identify access from restricted markets were effective and whether operator controls received ongoing review.
That distinction is important for B2B gambling suppliers. Games can reach players through third party operators, so regulatory exposure can depend on contract controls, geolocation systems, operator monitoring and what a supplier does after identifying restricted access.
Playtech said Spectrum could neither confirm nor reject several Black Cube findings because requested information was not supplied. The missing material included gaming session data and revenue information relating to Iran, Syria and Sudan.
Playtech and Evolution Read Same Report Differently
Playtech argues that publication of the full Spectrum Report strengthens the credibility of the Black Cube work it commissioned.
The company said:
“Playtech is pleased that the Spectrum Report is now public, and welcomes the opportunity for the court, regulatory authorities and other stakeholders to review the document in its entirety.”
Evolution takes the opposite position.
In April 2026, Evolution asked the Superior Court of New Jersey for permission to add Playtech, Juda Engelmayer and others as defendants in its case against Calcagni & Kanefsky LLP and Black Cube. Evolution accused Playtech of helping organize and distribute a campaign designed to damage its North American business.
The filing includes allegations of defamation, trade libel, fraud and racketeering. Those remain allegations before the court rather than established findings.
Evolution said:
“It continues to be disappointing that a direct competitor would go to such extreme lengths to orchestrate a covert campaign designed to harm our business and avoid competing fairly in the marketplace.”
Evolution has also pointed to regulatory outcomes in its favor. New Jersey and Pennsylvania regulators closed related investigations in February 2024 without corrective action, while Evolution says a New Jersey court later found the original 2021 report objectively baseless.
