Speaking to regulators, industry leaders, health experts, and academics at the conference, Chairman Tengco made it clear that responsible gaming is a shared responsibility. “As regulators, policymakers, industry operators, healthcare professionals, and academicians, we must not only share knowledge but also act as partners in understanding, preventing, and reducing the threats posed by problem gambling,” he said.
The event carried the theme “Empowering Pathways: Problem Gambling and Gaming Prevention, Treatment, and Recovery”—a message that aligns closely with PAGCOR’s existing efforts to curb gambling harm.
PAGCOR’s safeguards already in place
Chairman Tengco reminded attendees of several key policies already being enforced. PAGCOR automatically excludes minors, students, and active government personnel from entering gaming venues, aiming to reduce exposure to gambling risks among vulnerable groups.
In addition, PAGCOR’s Responsible Gaming Program allows individuals—or their families—to request exclusion from gambling activities. The agency also monitors advertising practices and collaborates with rehabilitation centers to support those affected by gambling-related issues.
According to Tengco, gaming will always carry social risks, but these can be managed through proper systems and cross-sector cooperation. “Gaming has inherent social risks, but with the right safeguards and collaboration among all sectors, we can ensure the safety and well-being of our players,” he added.
