Peru Cuts Illegal Online Gambling by 40 Percent After One Year of Regulation

Peru has made progress in cleaning up its online gambling space just over a year after introducing Law No. 31,557. The Ministry of Foreign Trade and Tourism (Mincetur) says illegal digital games have dropped by 40% and 15% of unlicensed websites have exited the market.

Mincetur credits strict oversight and cooperation with financial service providers for blocking payments to unauthorized operators. Minister Úrsula León said the new framework “has made it possible to formalize the digital sector, promoting an environment of trust for both operators and users.”

Since February 2024, Peru has become one of just three Latin American countries with structured online gambling laws. Mincetur noted that this has helped increase tax revenue and attract new investment in digital entertainment.

The push has extended to land-based gambling as well. Mincetur has registered 683 new betting halls since December, bringing the total to 4,516. Officials also highlighted efforts to close illegal venues and raise awareness around responsible gaming.
