Ontario’s regulated online gaming market recorded another record-breaking year, with total gross gaming revenue (GGR) reaching CA$3.2 billion (US$2.3 billion) in the 2024-2025 period. iGaming Ontario confirmed that revenue increased by 28.6% compared to the previous year, showing that the market continues to build momentum after regulation kicked off in April 2022.

A closer look at the numbers shows that Ontario players placed a total of CA$82.7 billion in wagers across all platforms during the year. That figure marked a 31% jump year-over-year. The final quarter, covering January to March 2025, played a big role in driving the yearly numbers higher. During those three months, Ontarians wagered CA$22.9 billion, a slight increase from CA$22.7 billion in the third quarter.
Casino Dominates the Market
Casino gaming stood out once again as the strongest category. Over the year, casinos generated CA$2.4 billion in GGR from a total of CA$69.6 billion wagered. Betting followed with CA$724 million in GGR from CA$11.4 billion in wagers. Peer-to-peer poker, while a smaller slice of the market, still contributed CA$66 million in GGR from CA$1.7 billion wagered.
Growth happened across every vertical. Wagers placed on casino games rose by 34% compared to the previous year, betting wagers increased by 17%, and poker wagers nudged higher by 2%. Revenue gains followed a similar pattern, with casino revenue rising by 36% and betting revenue growing by 23%. Peer-to-peer poker revenue stayed flat.
The strong performance comes in part from the expanding roster of licensed operators. Currently, 49 operators are active in the market, offering a total of 84 gaming sites. Heidi Reinhard, Chairwoman of the Board at iGaming Ontario, summed it up by saying, “These results show Ontario is home to a truly dynamic iGaming market with a strong roster of operators, and a world-class list of games available for players. With 49 operators offering 84 gaming sites, Ontario’s regulated market continues to grow by offering a safer environment for Ontarians to play.”
Ontario’s full-year financial cycle starts in April, making 2024-2025 the province’s second complete year under the new regulatory framework. The numbers reflect a steady rise in player activity and operator engagement.
With Alberta working on its own online gambling regulations after new legislation passed last month, Ontario’s model could soon have competition within Canada. However, Ontario continues to set the pace, especially in responsible gaming. In 2024, the market introduced its first centralized self-exclusion system, adding a new layer of protection for players seeking help.
