Finland Approves 12 Operators From 79 Gambling Licence Applications

Finland has approved 12 gambling licences ahead of its competitive online market opening on July 1, 2027. The National Police Board confirmed the figures to iGB following an information request.

Good to know

  • The regulator had received 79 applications as of October 26.
  • No applications had resulted in rejection.
  • Veikkaus does not appear among the approved operators so far.

Veikkaus has applied to compete in the new online gambling market. Its existing customer base and brand recognition could give it an advantage, although private operators will compete for online business. The state company will retain its monopoly over lotteries, scratch cards and land-based gaming machines.

Meanwhile, H2 Gambling Capital estimates total Finnish gambling revenue at €1.9 billion for 2026, with online activity accounting for 81%. Those figures help explain operator interest ahead of the launch.
