The UAE has added another layer to its commercial gaming framework as the General Commercial Gaming Regulatory Authority and the Abu Dhabi Global Market Financial Services Regulatory Authority formalised a new cooperation agreement. The pact covers information sharing, investigations and supervision where gaming and financial regulation overlap.

The agreement connects two different parts of the UAE regulatory system. The GCGRA oversees commercial gaming nationwide, while the FSRA regulates financial services within Abu Dhabi Global Market.
That overlap can include financial firms providing services to gaming operators, suppliers and other businesses connected with the sector. The MoU gives both regulators a formal process for exchanging information and assisting each other when their responsibilities cross.
GCGRA CEO Ciarán Carruthers said:
“Commercial gaming is one of the newest regulated sectors in the UAE, and its credibility will be built through exactly this kind of cooperation.”
He added:
“This MoU gives GCGRA and the FSRA a clear channel to share information and coordinate supervision where our respective mandates intersect, which matters as the sector grows and the range of participants operating in and around it becomes more complex.”
The agreement arrives as the GCGRA continues building out licensing and supervision for the young UAE gaming market.
Wynn Resorts provides the clearest example of how quickly that market is developing. The GCGRA granted the Wynn Al Marjan Island development a commercial gaming facility operator licence in October 2024.
Wynn now expects the $5.1 billion Ras Al Khaimah resort to open in September 2027. The company had invested $1.06 billion into its 40% owned development joint venture by the end of June 2026.
FSRA CEO Emmanuel Givanakis said:
“Effective collaboration between regulators is fundamental to preserving market integrity, addressing emerging risks and ensuring that regulatory frameworks evolve alongside innovation.”
