Finland is moving toward a licensed online gambling market, but the old monopoly rules still apply until July 2027. Jouko “Pottukoira” Kärkkäinen has now learned that the hard way after a North Savo court convicted him over offshore casino promotion.

Private gambling operators can now prepare for Finland licensed market, but they cannot market to Finnish players yet. The Ministry of the Interior says companies may apply for licences from 1 March 2026, while licensed gambling services can begin on 1 July 2027. Until then, Veikkaus remains the only legal provider for Finnish gambling services.
That timing matters in the Kärkkäinen case. The North Savo District Court convicted the 44 year old streamer on 18 June for promoting gambling companies other than Veikkaus between May 2023 and February 2024. The marketing appeared on his website, Instagram, and Kick, according to Finnish media reports.
The penalty was small compared with many regulatory fines: 80 day fines totaling around €2,480, or about $2,700, plus a roughly $90 surcharge. Still, the case stands out because influencer gambling enforcement in Finland has mostly moved through administrative channels rather than criminal convictions.
Kärkkäinen denied the charge. He argued that his streams were entertainment, not gambling marketing. He also said the content was not aimed at Finland and that he did not control the website carrying casino links.
The court rejected those arguments. It pointed to repeated Finnish language offers, including promotions such as “150 free spins for just €10,” posted alongside links to his site.
The most important legal point was broader than one streamer. The court held that prosecutors did not need to prove Kärkkäinen was paid or personally benefited from the casino promotion. A purpose to promote the operators was enough for a gambling marketing conviction.
That view lines up with Finland National Police Board guidance. The Ministry of the Interior says marketing gambling games other than those run by Veikkaus is prohibited, and that penalties can also apply to private persons.
Kärkkäinen had already faced action before the court case. In 2024, the National Police Board imposed a conditional fine of roughly $27,000 over illegal gambling marketing. The fine was upheld on appeal, and Kärkkäinen later relocated to Estonia while continuing work tied to foreign operators.
The verdict is not final. Kärkkäinen could appeal by 20 July, although reports say he has indicated he does not plan to do so.
The case lands in a familiar European debate. Regulators want to block offshore operators from reaching local players before and after licensing reforms. Operators and affiliates often argue that strict ad rules push users toward offshore products anyway.
Finland is trying to thread that needle. The licensing model should open online betting and casino competition from 1 July 2027, while the current rules still ban non Veikkaus marketing. For streamers, affiliates, and gambling creators, the message is pretty direct: waiting for the licence era does not make offshore promotion legal today.
