International Entertainment Enters Philippine Online Gaming With DigiPlus Unit

International Entertainment Corp is moving LaVie Resort & Casino Manila into online gaming through a new cooperation deal with Total Gamezone Xtreme Inc, a wholly owned DigiPlus Interactive Corp unit.

Good to know

  • New Coast Leisure Inc signed a two year cooperation agreement with Total Gamezone Xtreme Inc.
  • Online gaming operations still need approval from Philippine Amusement and Gaming Corp.
  • The platform will only be accessible inside the Philippines through Pagcor required IP blocking.

DigiPlus Unit Gives International Entertainment A Faster Online Route

International Entertainment does not plan to build its online gaming platform from zero. Instead, its indirect Philippine subsidiary, New Coast Leisure Inc, will work with Total Gamezone Xtreme Inc on game aggregation, software support, certified game content, technical integration, and operational support.

The deal gives International Entertainment a quicker path into Philippine online casino and e gaming. It also links LaVie Resort & Casino Manila, formerly promoted as New Coast Hotel Manila, to DigiPlus online gaming infrastructure at a time when the Philippine digital gaming market keeps drawing investor attention.

International Entertainment said the arrangement would help the group use TGXI infrastructure and reduce the time and cost needed to develop a platform alone.

This structure allows the group to capitalise on TGXI’s established online gaming infrastructure, significantly reducing the time and resources required to build a platform from the ground up,” International Entertainment said.

The agreement runs for two years and renews every year unless either side gives notice of non renewal. Financial terms were not disclosed. Any revenue share, commissions, or other economic benefits will be agreed later based on each party role and contribution.

NCLI will handle the licence side. Its role includes maintaining required online gaming permits and accreditations, regulatory compliance, gaming performance tracking, and revenue audits. TGXI will provide the technology and content layer.

The deal follows International Entertainment announcement in April that it planned to enter Philippine online gaming. The company already controls the Manila Bay casino hotel and holds a provisional gaming licence from Pagcor.

Pagcor Approval And Local Access Rules Remain Key

Pagcor approval remains the main gate before the online gaming business can start. NCLI already holds several Pagcor issued permits, including an electronic games operator licence, a Gaming System Administrator accreditation for Pagcor licensed electronic gaming venues, and a game content provider accreditation.

International Entertainment also said it received a legal opinion from Philippine counsel confirming that the proposed online gaming operations would comply with local law. The company also received advice that the business would not violate Hong Kong Gambling Ordinance because access will stay limited to the Philippines through Internet protocol blocking required by Pagcor rules.

That local access point matters. Philippine online gaming licences allow regulated operators to serve domestic players under Pagcor oversight, while offshore access and cross border gambling can raise separate legal issues.

DigiPlus already plays a large role in Philippine digital gaming through brands such as BingoPlus, ArenaPlus, and GameZone. TGXI brings that experience into the LaVie project. DigiPlus is also the holder of HKD1.6 billion, or about $204.2 million, in convertible bonds issued by International Entertainment, though the filing said TGXI and DigiPlus count as independent third parties for listing rule purposes.

International Entertainment said the Philippine online gaming market benefits from government policy support, technology upgrades, and consumer demand. The company cited forecasts that put the country gaming market near $9.9 billion by 2033, with an 8.29% compound annual growth rate from 2025 to 2033.

“The directors are of the view that the online gaming sector in the Philippines is undergoing rapid expansion,” the company said, adding that participation in the segment would “broaden the group’s revenue base, improve operational scalability, and create new growth drivers”.
