Eight Operators Secure New Dutch Gambling Licences
The first approved group includes TOTO Online BV for TOTO and Winnitt, Holland Casino NV, Play North Limited for Kansino, FPO Nederland BV for FairPlay Casino and Bingoal Nederland BV.
Hillside New Media Malta Plc for Bet365, NSUS Malta Limited for GG Poker and Betent BV for Betcity complete the initial list.
All eight already operated in the Netherlands. The KSA has therefore not announced a new market entrant through the first batch.
The approvals also give an early indication of which operators intend to remain after the first Dutch online gambling licences expire on September 30. The regulated market opened in October 2021 with five year permits.
LiveScore Bet and Tombola already left the Netherlands in 2024, reducing the number of original licensees still competing for customers.
Importantly, Dutch rules do not provide a simple licence extension. Existing operators must apply for a new follow up permit and pass another KSA assessment.
KSA Adds Tougher Checks For 2026
The 2026 licensing framework places more weight on compliance history.
Operators with confirmed violations during the previous five years must explain what went wrong, how they corrected the problem and what controls they introduced to prevent a repeat. The KSA said several approved companies received additional points requiring attention, although all eight met the legal requirements for a licence.
Applicants must also provide an exit plan. That document explains how an operator would stop gambling activity and return player balances if a licence expires, gets revoked or the company leaves the Dutch market.
Further requirements include a money laundering risk analysis and a plan showing how important business or policy changes will reach the KSA on time. Existing operators also face another review of addiction prevention and advertising policies.
The first eight approvals therefore provide more than another five years of market access. They are also the first practical test of the stricter Dutch online gambling licensing rules introduced in January 2026.
