Italy retail gambling overhaul appears set for another delay after the government failed to reach an agreement with regional authorities on rules for betting shops, gaming machines and bingo halls. Existing concessions will now remain in place through December 31, 2026.

The Ministry of Economy and Finance had tried to replace a patchwork of regional gambling rules with national standards covering venue locations, opening hours, certification and concessions. Regional governments resisted giving up control, particularly over rules designed to keep gambling venues away from schools and other sensitive sites.
Alfredo Mantovano, Undersecretary to the Presidency of the Council, said any eventual decree would preserve the minimum distance protections already applied by regional authorities.
That leaves a major practical problem for new retail licences. Operators need to know where betting shops, bingo halls and gaming machine venues can legally operate before bidding for long term concessions. Continuing differences between national licensing policy and local planning rules make that difficult.
The delay follows the overhaul of Italy online gambling market, where a new licensing system introduced nine year concessions and a €7 million licence fee. Retail reform was supposed to follow, but the latest decree has dropped from the government legislative agenda as attention turns toward the 2027 Budget.
Fresh retail tenders had also offered a large fiscal benefit. Previous estimates placed potential upfront concession revenue at roughly $2.1 billion to $2.3 billion.
AGIC has argued that repeated extensions have left operators without enough long term certainty to invest in the retail market. The trade group represents major gambling businesses including Flutter Entertainment, Lottomatica, Entain, bet365 and Brightstar. Italy regulated gambling market generated €21.6 billion in GGR during 2025, according to AGIC.
Without another political agreement, the land based reform could slip beyond 2026. Existing betting, bingo and gaming machine concessions will continue under extensions while national and regional authorities try to settle rules that have held up the process for years.
The national government and regional authorities have not agreed on common rules for issues including minimum distances between gambling venues and sensitive locations.
Current retail concessions will remain valid through December 31, 2026.
Operators need certainty over which locations qualify for gambling venues before committing money to new concessions.
