Holland Casino Online Secures Dutch Licence Until 2031

Holland Casino Online will remain in the regulated Dutch iGaming market until at least 2031 after receiving a new five-year licence from the Kansspelautoriteit.

Licence Renewal Comes During Tougher Market Conditions

The new approval replaces the original five-year licence awarded when the Netherlands opened its regulated online gambling market in October 2021. It allows Holland Casino Online to continue offering casino games and sports betting under KSA supervision.

Petra de Ruiter, chief executive of Holland Casino, said: “We will continue to commit to a safe and responsible online offering, where player protection always comes first.

“At the same time, it remains essential that the regulated market is attractive enough to keep players away from unregulated providers, where supervision and protection are lacking.”

Her comments address a central problem in the Dutch market. Licensed operators face stricter advertising controls, player protection duties and one of the highest gambling tax rates in Europe, while unlicensed websites avoid those costs.

The tax rate increased from 30.5% to 34.2% in January 2025 and reached 37.8% on January 1, 2026. The government had expected the two-stage increase to generate up to €200 million in extra annual revenue, although later industry data indicated that tax receipts were falling below forecasts.

Holland Casino previously said the first increase added €13.5 million to its costs during the first half of 2025.

Player Protection Remains Central to Renewal

The KSA now applies updated standards when operators seek follow-up licences. Applicants must show that they meet rules covering duty of care, consumer protection, player funds and an orderly exit from the market if a licence ends.

Dutch advertising rules have also tightened in stages. Untargeted television, radio, print and outdoor advertising ended in July 2023, while sports sponsorships became prohibited in July 2025. The government has since proposed a wider ban on online gambling advertising and bonuses, but that proposal had not yet become the full legal ban described in some reports.

Holland Casino said the renewed licence confirms confidence in its approach to responsible gambling. The state-owned operator added that a viable legal market must give players a credible alternative to websites operating without Dutch oversight.
