Arizona Orders Five Gambling Platforms to Leave State

Arizona regulators have ordered five online gambling platforms to stop serving residents. The action covers sports betting, poker, casino games, event wagering and prize raffles offered without state approval.

Good to Know

  • The orders name BetOpenly, Bookmaker, Club WPT Online Poker, Kutt Inc. and Raffle Creator.
  • Online casino games and real money online poker remain illegal in Arizona.
  • Arizona requires players to be at least 21 for legal wagering.

ADG Targets Five Different Gambling Models

The Arizona Department of Gaming alleges the five operators committed offences that could include promoting illegal gambling, running an illegal enterprise and money laundering.

“Arizona is taking decisive action against illegal gambling operators that put Arizonans at risk,” ADG Director Jackie Johnson said.

Each platform drew different allegations. BetOpenly allegedly offered sports betting, daily fantasy contests and casino games while taking commissions. Regulators also raised concerns over possible access for users under 21.

Bookmaker allegedly accepted sports, horse racing and casino wagers without Arizona authorization. Club WPT Online Poker allegedly ran paid poker tournaments with prizes and allowed younger players to participate.

ADG rejected Club WPT language stating that no purchase was necessary. Arizona does not authorize online poker, regardless of how an operator describes the payment model.

Kutt Inc. allegedly accepted deposits and facilitated wagers on sports and other events. Regulators said third party profit prevents the platform from qualifying for the state social gambling exemption.

Raffle Creator faces separate claims involving nonprofit raffle rules and ticket sales to people under 21.

Arizona generally bans gambling unless state law expressly permits it. Legal online options currently include approved sportsbooks and fantasy sports operators, while internet casino gaming remains outside the regulated market.

The department could seek criminal charges, civil penalties, consumer restitution and forfeiture of funds linked to the alleged activity.
