Cambodia has tied its online fraud campaign directly to casino licensing, investor confidence, and tourism safety. Prime Minister Hun Manet urged provincial authorities to keep targeting scam networks, according to a Friday report from Cambodia China Times.

The clearest number came from Cambodia state run outlet Agence Kampuchea Presse. It said authorities had targeted “over 500 scam locations” nationwide between early 2025 and June 22, citing data from the Commission for Combating Online Scams.
That enforcement has already hit the gambling sector. In connection with those actions, 25 casino licences had been “revoked or suspended,” the report said.
Aun Pornmoniroth, deputy prime minister and minister of economy and finance, now wants a wider check of casinos across Cambodia. Speaking Thursday at a seminar on gaming regulation and online fraud, he asked relevant departments to carry out “comprehensive” reviews of casino licence status.
He also warned that casinos involved in online fraud or other illegal activity could lose their licences. Aun Pornmoniroth also chairs the Commercial Gambling Management Commission, the regulator that oversees commercial gambling in Cambodia.
Hun Manet framed the issue as more than law enforcement. Cambodia wants to protect its “international standing” and build a “safe” and “orderly” setting for investors and tourists, Cambodia China Times reported.
He also said the government would stay “resolute” because online fraud can damage “investors’ confidence” in the country business environment.
The timing adds a regional layer. Hun Sen, the former long serving Cambodian leader and father of Hun Manet, visited China from Thursday to Saturday. Xinhua described the trip as an “official goodwill visit” that included talks with Chinese President Xi Jinping and other senior officials.
Cambodia has faced repeated pressure over online scam compounds, illegal betting links, and crime networks that use casino zones or nearby property. Stronger licence reviews give the government a visible way to separate legal gaming venues from operators tied to fraud.
