Puerto Rico Joins National Self Exclusion Programme

Puerto Rico will join the National Voluntary Self-Exclusion Programme in June, giving residents one online route to block access to licensed gambling operators. The Comisión de Juegos del Gobierno de Puerto Rico announced the plan on Tuesday as part of wider responsible gaming work.

Good to Know

  • Puerto Rico will start NVSEP integration in June.
  • The tool lets players self-exclude from multiple licensed operators through one application.
  • NVSEP already operates in several US states, including Colorado, Michigan and Louisiana.

One Application For Gambling Self Exclusion

Puerto Rico has built a broader regulated gambling market over recent years, covering casinos, sports betting and other licensed gaming activity. With that growth, the local regulator now wants a simpler way for players to restrict their own access when gambling becomes a problem.

NVSEP gives that process one central entry point. Instead of filing separate exclusion requests with different operators or territories, players can use a single online application to block themselves from casino venues, sports betting websites and other regulated gambling services.

The older system created friction. Self-exclusion rules often sat across separate lists, forms and operator procedures. That setup could confuse players and reduce use of the protection tool. NVSEP aims to remove that barrier by unifying enrolment and compliance work.

Juan Carlos Santaella Marchán, executive director of the Puerto Rico Gaming Commission, said:

“This alliance strengthens our public policy efforts to maintain a safe, highly regulated gaming industry grounded in responsible gaming practices. Our goal has always been to provide accessible tools and resources for anyone seeking support with gambling-related issues.”

The programme first launched in 2024 as a cross-state self-exclusion platform for regulators and operators in the US. It already runs in California, Wyoming, Colorado, Nebraska, Iowa, Wisconsin, Michigan and Louisiana. Puerto Rico will join later in 2026, with Massachusetts also expected to follow.

idPair developed the platform. The company builds technology for exclusion lists across different jurisdictions, helping regulators share data and helping operators manage compliance from one system.

Jonathan Aiwazian, CEO of idPair, said:

“The platform will simplify self-exclusion for individuals while streamlining processes for operators.”

For Puerto Rico, NVSEP also fits with ongoing education campaigns around responsible gaming. The regulator said the programme supports consumer protection by giving players a clearer, faster way to step away from licensed gambling sites and venues.
