Illinois Renews Hard Rock Casino Rockford License Through 2030

Illinois regulators gave Hard Rock Casino Rockford a new four-year owner license extension during the April meeting of the Illinois Gaming Board.

IGB Adds Rockford Renewal To Wider April Agenda

Hard Rock Casino Rockford will keep operating under a renewed owner license after the Illinois Gaming Board approved a four-year extension. The renewal runs retroactively to January 2026.

The Rockford property holds a place in the recent casino buildout of Illinois. It became the first casino to open under the 2019 gaming expansion law and started operations on November 10, 2021, as the 11th casino in the state. The venue first used a temporary facility before shifting to its permanent casino in August 2024.

The April meeting covered far more than one casino license. Regulators also handled supplier renewals, video gaming permits, sports wagering approvals and enforcement items across the Illinois gaming market.

Advertising rules took part of the discussion as well. IGB Administrator Marcus D. Fruchter reminded casino, video gaming and sports wagering licensees that the board expects compliance with updated marketing regulations adopted last year.

He also pointed to recent Video Gaming Act changes covering outdoor advertising at licensed video gaming locations. Those rules restrict movable flags, banners and temporary signs for 90 days after a location license is issued.

“The IGB takes the advertising and marketing requirements seriously and expects licensees and applicants to do the same,” Fruchter said. “Violations may subject licensees to disciplinary action.”

The board approved 2 casino key persons, 2 Level 1 occupational licenses, 284 Level 2 occupational licenses and 2 casino supplier license renewals. On the video gaming side, approvals covered 18 terminal handler applicants, 60 location applicants, 4 terminal operator applicants, 1 manufacturer license renewal, 2 distributor renewals and 17 terminal operator renewals.

Not every applicant cleared the board. IGB denied 1 terminal handler applicant, 8 video gaming location applicants and 2 video gaming location renewals because of invalid state liquor licenses.

Sports betting also appeared on the agenda. The board issued a Master Sports Wagering License to Wind Creek IL LLC, doing business as Wind Creek Chicago Southland Casino. It also approved 230 Level 2 occupational licenses and 1 supplier license.

The board adopted 2 Administrative Law Judge-recommended decisions and rescinded earlier denials for 2 video gaming location applications. Illinois now has 17 casinos, 15 active and approved sportsbooks and nearly 9,000 licensed video gaming establishments.
