Caixa has stepped back from online betting just as Brazil enters another round of gambling policy conflict. The state lender will no longer target a 2026 launch and says it will wait for clearer federal direction before entering fixed-odds betting.

After paying for a federal license and securing approval to operate BetCaixa, MegaBet, and Xbet Caixa, Caixa has now put the project on ice. The bank said no platform contracts were signed and no fines are due, adding that any decision on fixed-odds betting must follow technical, legal, sustainability, and federal policy criteria.
Politics sits at the center of the delay. A bloc from the Workers Party has filed PL 1808/2026 to shut down online gambling across Brazil apart from state-run lottery products, while Lula has separately said he favors a national ban on online betting platforms. Reports also say his government is weighing tighter rules around advertising and access for financially vulnerable groups, including Bolsa Família beneficiaries.
That leaves Caixa in an awkward spot. Carlos Vieira had earlier pitched betting as a major growth lane, with projected revenue of BRL 18 billion within two years and a plan to bring the state lender into one of the largest regulated betting markets in the world. Now, instead of joining private operators, Caixa is watching from the side while Brasília debates whether to tighten the market further or cut it back entirely.
The delay has also drawn audit pressure. Brazil Federal Court of Accounts wants explanations on the unused license, the launch timeline, and compliance steps tied to identity checks, responsible gaming, and addiction controls. Industry groups have warned that every lost year weakens the position of the physical lottery network while private digital brands keep expanding.
