Dutch gambling regulator Kansspelautoriteit (KSA) has issued its largest fine to date, imposing a penalty of nearly €25 million against offshore operator Novatech for offering illegal gambling services to players in the Netherlands.
The investigation focused on unlicensed gambling websites including Qbet.com and 55Bet.com, which regulators say allowed Dutch users to register and gamble without proper safeguards.

According to KSA findings, the operator failed to block Dutch users from accessing the platforms. Players could register accounts, deposit funds, and place bets despite the company lacking a local gambling license.
Regulators also flagged major consumer protection concerns. Platforms accepted cryptocurrency and anonymous payment methods, raising risks connected to money laundering and identity verification.
Dutch law requires strict controls such as age checks and geo-blocking systems to prevent access from unregulated markets. Investigators determined those safeguards were missing.
KSA chairman Michel Groothuizen said the penalty could have been far higher under different legal rules.
“Without the 10% cap on global revenue set by Dutch law, the penalty would have exceeded €100 million, an amount that would be more appropriate for this offense.”
He added that the sanction still represents the largest enforcement action taken against an illegal gambling operator in the country.
“The fine imposed on Novatech is the largest fine the KSA has imposed on an illegal party to date.”
Authorities also fined Fortaprime about €1.8 million for offering unlicensed betting brands to Dutch players.
The Netherlands launched its regulated online gambling market in 2021, aiming to increase player protection and move gambling activity into licensed platforms.
Since then, authorities have tightened rules through stronger advertising limits and mandatory player deposit restrictions.
Taxes on gambling operators also increased over the past year. Industry groups recently warned that rising costs and strict rules may be pushing players toward offshore sites, reducing both legal market revenue and government tax income.
