Greece is ramping up its crackdown on illegal and unlicensed gambling, targeting an underground market the government says cost the state €400M in lost revenue last year. Lawmakers and regulators aim to contain a black market that exposes players to fraud and data security risks.

Organisers of unlicensed gambling operations could face prison terms of up to 10 years and fines reaching €800,000. Advertisers and social media influencers promoting illegal platforms may face fines of up to €50,000. Repeat participants in unlawful gambling activity would also face prosecution.
The Hellenic Gaming Commission found that 10% of respondents in a 2025 study said influencers directly led them to illegal gambling websites.
Enforcement now extends beyond legislation. The regulator is deploying AI driven monitoring systems to detect and block unlawful gambling domains faster. Over the past three years, authorities have identified thousands of illegal websites and recently blocked about 11,000 domains.
Government data released in August 2025 estimated that unlicensed gambling wagers reached €1.67B in 2024. Roughly 799,000 individuals participated, representing about 9.5% of the population. Average illegal spend per participant stood near €2,089.
Regulators are also coordinating with national health authorities to strengthen responsible gambling measures and reduce addiction risk, linking enforcement with public health strategy.
