Pennsylvania sportsbooks closed 2025 with a month that quietly reset expectations. Even with fewer bets placed overall, operator results told a very different story. December delivered one of the strongest revenue performances the state has ever recorded.
The Pennsylvania Gaming Control Board reported $103.8 million in sports betting gross revenue for December. That total ranked second all time, trailing only November and more than doubling the $47.5 million reported in December 2024.

Total wagers reached $797.4 million during the month, the lowest handle since August. Yet sportsbooks posted a 13 percent hold, more than double the win rate from December 2024. That efficiency pushed revenue sharply higher despite fewer dollars wagered.
Online sportsbooks handled $763.5 million of total wagers. Retail locations accounted for the remaining share. Mobile operators generated $99.4 million in gross revenue, underscoring how digital betting continues to dominate the market.
Pennsylvania collected $28.8 million in sports betting tax revenue during December.
December marked the second straight month that Pennsylvania sports betting revenue cleared $100 million. The result came from disciplined pricing and favorable outcomes rather than higher betting volume.
For the full year, Pennsylvania bettors placed more than $8.7 billion online, a 3.5 percent increase from 2024. Mobile sportsbooks produced $867.8 million in gross revenue during 2025, an 11.5 percent increase that set a new annual high.
The yearly hold reached 10 percent, above the 9.2 percent rate posted in 2024. Operators recorded six double-digit holds during 2025, all between May and December. Five months cleared that threshold in 2024.
FanDuel led the market in December with a $281.8 million handle and a 16.1 percent hold, producing $45.4 million in gross revenue. Revenue nearly doubled year over year, though results dipped more than $12 million from November as promotional spending declined.
DraftKings followed with $243.2 million wagered and $28.4 million in revenue, driven by an 11.7 percent hold. BetMGM placed third in handle at $56 million, while Fanatics converted a smaller $54.3 million handle into $6.2 million in revenue using an 11.4 percent hold.
bet365 accepted more than $35 million in wagers and posted an 11.7 percent win rate. theScoreBet, Caesars, and BetRivers each exceeded $20 million in handle during the month.
Sports betting results landed inside a larger milestone for Pennsylvania gaming.
The Pennsylvania Gaming Control Board announced total gaming revenue of $6.8 billion for 2025, the highest annual total ever reported in the state. That figure includes slot machines, table games, sports betting, online casino games, video gaming terminals, and fantasy sports.
Online casino play drove much of the growth. iGaming revenue rose 27 percent year over year and delivered a record $259.7 million during December alone. Total gaming revenue reached $616.7 million for the month, the second-highest monthly total ever recorded.
Pennsylvania collected nearly $3 billion in gaming tax revenue during 2025, topping the $2.7 billion generated in 2024.
