A busy month for bettors in Pennsylvania pushed the state to a fresh all-time high for total wagers, and online operators carried almost all of the load. Numbers from the Pennsylvania Gaming Control Board show how active the market remained through the heart of football season and how major brands like FanDuel, DraftKings, Fanatics Sportsbook, BetMGM, bet365, BetRivers and Caesars continued to pull in heavy action.

Pennsylvania closed October with $968.5 million in accepted wagers across online and retail channels, landing well ahead of the $858.1 million recorded one year earlier. The previous record of $935.5 million from November 2024 fell comfortably as betting activity climbed through NFL, NBA and NHL action.
A stronger operator environment also helped. The statewide hold reached 9.5 percent, generating $91.8 million in gross revenue. That number sat nearly three points higher than the win rate from last October, when many operators around the country struggled to keep pace with bettor-friendly outcomes. Promotional credits landed at $31.1 million, which brought adjusted gross revenue to $60.7 million.
State taxes reinforced Pennsylvania as one of the highest-yield jurisdictions in the country. The 34 percent tax on adjusted revenue translated to $20.6 million for the state, and the additional 2 percent local rate added another $1.2 million, pushing total tax revenue past $21 million for October alone.
Nearly all action flowed through mobile platforms. Online sportsbooks generated $926.1 million of the handle and nearly the full gross revenue figure, while retail locations contributed $44.2 million.
FanDuel once again led the field with a $355.1 million handle and $33.5 million in gross revenue on a 9.4 percent hold. FanDuel handed out $15.4 million in promotional credits, landing on $18.1 million in taxable revenue for the month.
DraftKings tightened its promotional approach but still landed its best-ever handle at $297.7 million. The operator reported $27.2 million in gross revenue. Its adjusted revenue jumped sharply to $21.7 million, a sizeable shift from the $3.9 million recorded during the heavy-spending month of September.
Fanatics Sportsbook secured the third-largest handle at $65.4 million. The figure sat roughly 66 percent above where the brand stood last October, supported by an 8.7 percent win rate. BetMGM turned in the strongest win rate of any major operator in the state at 11.7 percent, producing $6.8 million from a $58 million handle.
bet365 continued to grow its position. A 10.8 percent return on a $41 million handle placed it fifth statewide. BetRivers followed with $34.8 million in wagers, while Caesars crossed the $25 million handle line.
Online casino performance hit new heights as well. Adjusted iGaming revenue reached $251.1 million in October, passing the previous record of $238.2 million from March. Gross revenue cleared $300 million, landing 32.8 percent above October 2024.
The tax haul mirrored the performance. Operators delivered $73.3 million in online casino taxes to the state, the highest monthly figure yet. Total tax revenue from online casino activity passed $660 million for the 2025 calendar year.
Across all forms of regulated gaming — sports betting, iGaming, land-based casinos and fantasy contests — Pennsylvania reached $597 million for the month, up 22.8 percent year-over-year.
