The Philippine Amusement and Gaming Corporation (Pagcor) has joined forces with the National Privacy Commission (NPC) to enhance data privacy standards across the country’s gaming industry.

Pagcor announced on Tuesday that the agreement with the NPC aims to align the regulator’s operations with national data protection laws while improving transparency and compliance in the gaming sector. The two agencies will work together on developing policies, training programs, and public awareness campaigns centered on responsible data handling.
Pagcor chairman and chief executive Alejandro Tengco described the memorandum as a major step toward modernizing governance in gaming operations. He said:
“This MOU with the NPC is a vital step in aligning Pagcor policies and processes with the evolving data privacy landscape.”
Tengco added that the partnership “reinforces our duty to protect personal information while ensuring that our operations remain transparent, compliant and trustworthy.”
One of the collaboration’s key objectives is the full development of a centralized database containing the names of Philippine government officials and employees prohibited from gambling in casinos or other gaming establishments. The database is intended to strengthen regulatory oversight and prevent conflicts of interest in the gaming sector.
NPC Privacy Commissioner and chairman John Henry Naga welcomed the inter-agency cooperation, highlighting the importance of data protection in industries that process large amounts of sensitive personal information. Naga said:
“Inter-agency cooperation is crucial in protecting personal data, especially for industries that handle large volumes of sensitive information.”
Both agencies underscored that the partnership reflects a shared commitment to responsible data management and public accountability, ensuring that the gaming industry operates within ethical and legal standards.
It aims to strengthen data privacy in the gaming industry through joint programs, training, and policy development.
The agreement was signed by Pagcor chairman Alejandro Tengco and NPC chairman John Henry Naga.
The partnership includes building a database of government officials banned from gambling and enhancing privacy awareness initiatives.
It ensures regulatory transparency, better protection of personal data, and compliance with national privacy laws.
