Resorts World New York City has once again made its case to become the first full-scale commercial casino in the city, submitting a supplemental application to the New York State Gaming Facility Location Board on October 15.

The proposal outlines an ambitious plan that includes a 500,000-square-foot casino floor with over 10,800 gaming positions and a 7,000-seat entertainment arena. The resort’s expansion aims to transform the existing Queens site into a world-class destination that generates steady income for education, local communities, and the Metropolitan Transportation Authority.
Robert DeSalvio, President of Genting Americas East, framed the submission as a matter of commitment rather than competition.:
“This is more than a bid—it’s a promise kept to the people of New York. No other project will come online faster, generate more financial impact, create more jobs, or send more revenue to the state’s education fund, the MTA, and local communities than Resorts World New York City.”
Queens Borough President Donovan Richards shared a similar view, calling the project a catalyst for change. “Resorts World is on the verge of turning Queens into a global destination – one all New Yorkers deserve,” he said. “The jobs, economic opportunity, and amenities in this proposal will change families for generations to come, faster and at a larger scale than anyone else.”
The timing of the application is especially notable following MGM Resorts International’s decision to step back from the race. On October 14, MGM Yonkers, once seen as a frontrunner due to its existing racino license, officially withdrew from consideration. The move now leaves Resorts World New York City with a clearer runway in the competition for one of the state’s coveted full casino licenses.
