ADG Issues Cease and Desist Letters to Four Gambling Sites

The Arizona Department of Gaming (ADG) has issued fresh cease-and-desist orders against four gambling operators accused of targeting state residents without proper licenses. The move reinforces Arizona’s push to protect consumers and strengthen the integrity of its regulated gaming market.

Good to know

  • Operators named in the order include Fliff Online Gambling, Thrillzz Mobile Gambling, BettySweeps Casino, and Pulsz Casino.
  • The ADG says the businesses may be in violation of laws covering illegal enterprise, gambling promotions, and money laundering.
  • This follows a similar wave of enforcement actions in June against unlicensed operators.

Why the Orders Were Issued

According to the regulator, the operators listed were offering event wagering and sweepstakes-style gambling to Arizona players without authorization. Since none of these companies are licensed under the state’s strict gaming laws, they have been ordered to immediately halt operations.

The ADG explained that such businesses bypass consumer protections and put players at financial risk. In addition, they undercut the regulated operators that follow state laws, pay taxes, and contribute to responsible gaming programs.

Official Statement From the ADG

In its release, the Department highlighted the broader risks tied to unlicensed activity:

“Unlicensed operators operating outside the law and without regulatory safeguards pose serious risks to consumer protection and financial security across the state, undermining the integrity of Arizona’s regulated gaming industry. This latest action underscores the Department’s commitment to protecting the public and upholding Arizona’s gaming laws. ADG continues to actively monitor, investigate, and take enforcement action against entities attempting to exploit Arizona residents through unauthorized gambling activities, including possible enforcement actions in partnership with the Arizona Attorney General’s Office.”

A Pattern of Enforcement

The latest crackdown isn’t an isolated event. In June, the ADG also issued cease-and-desist letters to other unlicensed platforms. To build on this momentum, last week the ADG launched a statewide consumer empowerment and protection campaign, aimed at educating residents about the risks of illegal operators and encouraging the use of licensed services.

For Arizona residents, the message is straightforward: stick to licensed sportsbooks and casinos. Regulated operators not only comply with state rules but also offer protections that unauthorized platforms simply cannot guarantee. With the ADG and the Attorney General’s office working closely together, enforcement against unregulated operators is expected to remain a priority.
