Casino-linked entrepreneurs continue to dominate the upper ranks of the Forbes list of the Philippines’ 50 Richest, with the Sy siblings and Enrique Razon Jr holding onto the top two spots. Both have long-standing ties to the gaming industry through large-scale casino resorts in Metro Manila. The third-ranking billionaire, Manuel Villar Jr., has yet to break into casino operations, though he has announced plans to do so.

The Sy family’s fortune traces back to retail giant Henry Sy Sr. They control Belle Corp, a key backer of City of Dreams Manila, which is operated by Melco Resorts. Though Belle has paused its online gaming expansion, the family remains heavily tied to land-based casino investment through Premium Leisure Corp.
Second on the list, Enrique Razon Jr., runs Bloomberry Resorts, operator of both Solaire Resort and Casino in Entertainment City and the recently opened Solaire Resort North in Quezon City. His net worth grew by $400 million over the past year, reaching $11.5 billion.
Manuel Villar Jr., best known for his real estate ventures, has $11 billion to his name and has publicly committed to entering the gaming industry without foreign investment. His planned casino development in Metro Manila is still in the early stages.
Further down the rankings, Andrew Tan fell to 15th place with an estimated $1.65 billion, down from $1.8 billion. Tan chairs Alliance Global, a key investor in Newport World Resorts, located near Manila’s main airport.
One name that dropped off the list entirely was Dennis Uy. His company Udenna Corp owns PH Resorts Group, which is behind the stalled Emerald Bay project in Cebu. Uy had ranked 41st last year but failed to make the current list due to ongoing business struggles.
