Marcos Stays Silent on Domestic Online Gambling in Key Address

Against what was expected by some insiders, Philippine President Ferdinand Marcos Jr chose not to address the growing debate over domestic online gambling during his state of the nation address on Monday. The omission came despite growing speculation that he might signal new policies or a potential ban on the industry.

The state of the nation address covered many topics, but online gambling was absent from the President’s remarks. This surprised observers because a Maybank Securities Inc memo had suggested the speech might clarify the administration’s position on tougher regulations or an outright ban.

Marie Antonette “Tonet” Quiogue, CEO of Metro Manila-based Arden Consult and a gaming law expert, said the decision to remain silent was intentional. “It was a conscious choice to avoid a knee-jerk policy that could create more problems than it solves,” she explained.

Complex Issue Needs More Data

Quiogue added that the President’s silence signals caution rather than indecision. “Amid calls for a total ban from some legislators and sectors, the President’s silence signaled a refusal to be rushed into a decision on a complex issue that demands more data, deeper study, and a holistic understanding,” she wrote in a social media opinion article.

She further noted that domestic online gambling is “a legitimate, licensed domestic industry regulated by Pagcor – one that contributes billions to the national treasury, funds universal healthcare, and employs thousands.” Abruptly banning the sector could hurt investor confidence, disrupt the economy, and undermine the rule of law, she warned.

President Marcos announced last year that Philippine Offshore Gaming Operators (POGOs) would have to cease operations by the end of 2024. However, the domestic online gambling market remains a separate, regulated sector that plays an important role in the economy.

Quiogue believes lawmakers now need to guide the discussion forward. “Philippine legislators must lead the next phase of the conversation – one grounded in data, international experience, and stakeholder consultation,” she said.

“Now, the real gamble is whether we can deliver on the promise of regulation – reducing the harms while preserving the benefits,” she added.
