Philippine Integrated Resorts Generate PHP93 Billion in H1 Gaming Revenue

Casino resorts in the Philippines had a strong start to the year, pulling in PHP93.36 billion ($1.65 billion) in gross gaming revenue (GGR) during the first half of 2025. The update came directly from Alejandro Tengco, head of the country’s casino regulator, the Philippine Amusement and Gaming Corporation (Pagcor).

He shared the latest numbers during a talk at the Philippine Hotel Connect 2025 event, which took place at Newport World Resorts in Manila.

Overall, the Philippine gaming industry generated PHP215 billion in GGR across all licensed segments during the first six months of the year. That means the country’s integrated resort casinos accounted for nearly half of it—roughly 43%, according to Tengco.

He noted that the PHP16 billion in licensing fees collected from these properties is helping fund various public services, adding that the sector is not just about revenue but also about social contribution.

Tengco highlighted that many operators in the integrated resort space are active beyond the casino floor. Through their cultural foundations, they are helping support public health, education, and even military programs. In his words:

“Their contributions are concrete examples of how tourism, hospitality, and gaming – when aligned and responsibly managed – become a catalyst for national resilience and progress.”

Pagcor’s data from earlier in the year also pointed to a small dip in Q1 revenues for commercial-sector casinos, which brought in PHP49.28 billion—down 0.9% compared to the same period last year. Still, that number made up 47.3% of all GGR in the Philippine gaming market at the time.

The country continues to position itself as a key player in Asia’s gaming industry, with integrated resorts playing a central role in both revenue generation and broader national development goals.
