Pagcor Orders Gambling Ads Removed Nationwide by August 15

Philippine gaming regulator Pagcor has ordered all gambling-related billboards and outdoor ads to be taken down, setting a clear August 15, 2025, deadline for compliance.

According to a July 7 memo, the order affects all Pagcor licensees, suppliers, gaming operators, and system administrators. The removal covers out-of-home advertising in any form, whether physical billboards or digital screens.

The memo was signed by Vina Claudette Oca, assistant vice president for gaming licensing and development, and Jeremy Luglug, assistant vice president for electronic gaming licensing.

“All advertisements must have been taken down by August 15, 2025,” the memo stated. Pagcor made it clear that no new ads can go up in their place unless they promote responsible gambling or institutional messaging—and even then, only with prior approval.

Pagcor said additional guidance on acceptable advertising will be released soon. For now, companies in the gaming industry have just over a month to comply.

On top of that, the regulator is preparing to sign a memorandum of agreement with the Ad Standards Council on July 16. The partnership is expected to shape a more formal advertising framework for online gambling platforms in the country.

The timing of the order is no coincidence. Pressure has been building in the Philippines to rethink how online gambling is regulated. Proposals have ranged from banning e-wallets for betting, to increasing taxes, and even pushing for a full ban on digital gambling.
