The gaming industry in Germany is gearing up for a busy November as plans for the next Gaming in Germany Conference fall into place. The event returns to Berlin on November 11, 2025, bringing together operators, regulators, legal experts, and industry stakeholders.

Each year, the Gaming in Germany Conference brings together key voices from across the country’s online gambling scene. The 2025 edition is shaping up to follow that tradition, with experts lined up to talk about everything from market data and marketing hurdles to legal concerns and player protection.
One of the big questions this year centers around the actual size of the legal online gambling market. While the regulated space is growing, so too is the unlicensed black market—and that is not something the industry can ignore. This growing tension will be front and center in Berlin.
Willem van Oort, who founded Gaming in Germany, explained why this year’s edition might matter more than ever. He said:
“We are very happy that we have received commitments from major stakeholders in Germany’s regulated gambling market to speak at our event. As always, we aim to connect the industry with regulatory and social stakeholders, and vice versa. This year, major topics of discussion will be the true size of Germany’s regulated market, the increasing popularity of the black market, as well as the upcoming evaluation of the 2021 State Gambling Treaty. I am certain there will be plenty to discuss.”
Among those already confirmed for the speaker list are several well-known names. These include Dr. Jörg Hofmann of Melchers Law, Josh Hodgson of H2 Gambling Capital, and Christian Heins from Tipico. Representatives from both the DSWV and DOCV will also take the stage, as well as a senior official from the GGL.
Regulation and compliance will be high on the agenda, but so will marketing limitations and how companies can operate responsibly in a challenging space. As legal frameworks evolve, operators are still figuring out how to balance business with regulation and player safety.
Organizers encourage anyone involved in the German gambling sector to mark their calendars. It promises to be a day full of conversation, questions, and perhaps a few much-needed answers.
