Gregory Petts has taken over as chairman of the Isle of Man Gambling Supervision Commission (GSC), following his appointment by the island’s Treasury. With five years already spent on the Commission and a background in auditing, finance, and gambling, Petts steps into a leadership role at a time of steady transition within the regulator.

Petts replaces Jon Allen, who retired from the chairman role in November 2024 after serving for a decade and a half. David Butterworth temporarily filled the position until Petts’ official appointment in 2025.
The GSC stated that Petts brings valuable experience in areas such as risk, compliance, and internal auditing. His leadership is expected to help the regulator maintain both industry standards and player protections.
In his first comments since the appointment, Petts said, “It is essential to strike a balance, maintaining responsible growth of the sector and continuing to uphold a strong regulatory framework.” He also added, “Maintaining the Isle of Man’s international reputation as a trusted and respected jurisdiction is of the utmost importance.”
The GSC regulates all forms of gambling on the island. Its goals include fair conduct by license holders, protection of minors and vulnerable groups, and preventing gambling-related crime or disorder.
Petts’ appointment follows other key leadership changes. Mark Rutherford was recently promoted to CEO, and Nicola Libreri stepped into the deputy CEO role shortly afterward.
The gambling sector plays a major role in the Isle of Man’s economy. Online gambling is the island’s second-largest contributor to GDP. Its appeal to international firms stems in part from a low corporate tax rate on revenue earned outside the island. Global operators such as Entain and Playtech are among those headquartered there.
