Paraguay Opens Gambling Market Under New Law 7348

Paraguay has taken a big step in reshaping its gambling industry. With the signing of Law No. 7348/2025, the country has ended its long-standing monopoly model and opened the door to private sector participation through a reworked legal framework. The aim is to improve regulation, boost tax income, and create a more competitive market for both land-based and online gambling.

Under the revised law, Paraguay’s National Gaming Commission, known as Conajzar, will operate as a decentralised body under the oversight of the National Directorate of Tax Revenue (DNIT). Conajzar will now take full responsibility for licensing, regulating, and supervising all forms of games of chance across the country, including digital platforms.

Conajzar President Carlos Liseras said the new law sets the groundwork for a more effective and open regulatory system. “By creating a more transparent and efficient regulatory framework, this change will modernise the sector and prioritise player protection,” he stated.

Liseras also pointed out that Paraguay’s appeal to international gaming investors will likely grow. With low tax rates and clearer legal rules, he believes the country is now better positioned to attract interest across Latin America.

The law introduces strict licensing standards. Operators must show financial strength, relevant experience, and a clean legal record both within Paraguay and abroad. Gaming venues must meet location rules—specifically staying at least 200 metres away from schools—and all systems must be certified to meet quality and fairness standards.

Additionally, the law stresses ongoing dialogue between Conajzar and both domestic and international stakeholders to help drive compliance and long-term development of the industry.
