The Netherlands Gambling Authority (KSA) has fined Techno Offshore €1.2 million ($1.4 million) for illegally targeting Dutch users with its online gambling services. The penalty follows an investigation into the operator’s two platforms—Nolimitbet and Simplecasino.

Despite previous warnings, Techno Offshore kept both sites accessible to users in the Netherlands. The regulator said the company, registered in the British Virgin Islands, never held a Dutch gambling license. That alone made its offerings unlawful.
KSA investigators found a number of issues. Dutch IPs weren’t blocked. The registration process allowed users to pick the Netherlands as their country. Even the phone number field defaulted to the Dutch country code (+31). These small details, the KSA argued, made it easy for local users to sign up and play.
Age checks were missing. There were no enforced play limits. Crypto deposits were accepted. Autoplay and turboplay features were also available—tools that the KSA believes can fuel compulsive gambling habits.
Michel Groothuizen, who became KSA chairman in mid-2024, said regulators are still dealing with gaps in enforcement. “Licensed providers in the Netherlands must comply with all kinds of rules to protect players from gambling addiction,” he said.
He stressed that illegal operators are a threat to consumer safety. “Examples include not using age verification, enabling payments with crypto, or failing to enforce gaming limits,” Groothuizen added. “We will take stern action against these types of [operators] because they attract players to illegal websites. And consumers have insufficient levels of protection [on these sites].”
Techno Offshore currently holds a license issued by the Kahnawàke Gaming Commission in Canada but lacks permission to serve Dutch players.
