Paddy Power co-founder Stewart Kenny has expressed doubts about the efficacy of the UK’s new laws governing online slots. In a BBC Radio 4 broadcast, Kenny stressed that although stake limitations are a positive development, they go short in protecting players who are more susceptible.
The government will impose a £5 per spin cap for players over 25 starting in April 2025. Beginning in May, younger players (those between the ages of 18 and 24) will be subject to a more stringent £2 per spin cap. In order to solve the issues brought about by the growth of internet betting, the Gambling Act of 2005 was reviewed and these restrictions were created.
Despite these measures, Kenny argues the rapid speed of online slot games remains a significant issue. He believes the fast-paced nature of slots, combined with engaging visuals and near-miss effects, fuels gambling addiction.
The Call for Comprehensive Reform
Kenny, who stepped down from Flutter Entertainment’s board in 2016, criticized the gambling industry’s approach to player safety. While he recognizes gambling as a personal choice, he remains concerned that online casinos encourage excessive play.
“The gap between investment and results is only seconds, which means punters can repeat the dose at high speed,” Kenny said in the documentary. He also pointed out how operators often entice sports bettors into playing slots through promotional offers for free spins.
The Department for Culture, Media and Sport defended the new regulations. They cited previous reforms, including a 2.5-second minimum spin speed and the removal of autoplay and quick spin features. However, Kenny believes regulators should focus on curbing the addictive mechanics of online slots rather than relying solely on stake limits.
According to the Gambling Commission, online slot profits hit £709 million ($919.7 million) by December 2024, reflecting a 15% annual increase. Spin activity also grew by 9%, reaching a staggering 23.9 billion spins in the last quarter.
While Kenny continues to bet on horse and greyhound racing, which he views as less addictive, he remains critical of how the industry promotes online slots. He insists regulators must play a stronger role.
“There’s a balance here. If you want to bet, you should be allowed to bet. It’s a free society. So you don’t want to interfere with people’s entertainment too much. It’s so easy to blame the betting companies. This is a matter for legislators,” Kenny said.
Flutter Entertainment noted that the gambling landscape has evolved since Kenny’s departure. The company highlighted its proactive measures, including deposit limits for under-25s and a voluntary £10 stake cap on slots before the government introduced similar requirements.
The Betting and Gaming Council also defended the industry’s stance, stating that 22.5 million people in Britain gamble each month, with the majority doing so responsibly. As the debate continues, Kenny’s call for enhanced regulations may influence further policy discussions.
