KSA Reports Success of New Gambling Rules in the Netherlands

The Netherlands Gambling Authority (KSA) has analyzed the impact of new gambling regulations introduced in the latter half of 2024. The study reveals that these measures have been effective in curbing high player losses, with no signs of rule circumvention through multiple accounts.

Within the first three months of enforcement, the number of accounts experiencing significant losses declined, while the proportion of players using licensed operators remained stable. However, legal providers saw a 10% drop in their gross gaming result (BSR)—the amount wagered minus winnings paid out.

Deposit Limits and Spending Reductions

To promote responsible gambling, the Ministry of Justice and Security mandated that players must contact their gambling provider before setting a monthly deposit limit above €150 (young adults) or €350 (adults). This direct interaction aims to educate players about financial risks. Since implementation, the number of players opting for these higher deposit limits has halved, and many now reduce their limits after consultation with operators.

Additionally, KSA’s deposit limit policy requires providers to verify a player’s financial capability before allowing deposits exceeding €300 for young adults (18-24) and €700 for older players. If players fail this check or if the provider does not conduct it, further deposits are blocked for the rest of the month.

The percentage of players exceeding these limits has dropped from 9.7% to 3.8%, and for young adults, it has plunged from 12% to 2.8%. Consequently, the average loss per player account has fallen from €117 to €83.

The reduction in excessive gambling is evident, as only 1% of players now lose more than €1,000, compared to 4% before the regulations. These findings highlight the success of KSA’s regulatory framework in making the Dutch online gambling market safer while discouraging harmful gambling habits.
