Connecticut Considers Legalizing In-Flight Sports Betting

Connecticut has the potential to become the first state in the United States to authorize sports betting while flying. House Bill 6051, filed by State Representative Christopher Rosario, would permit travelers traveling to and from Connecticut to wager while in flight.

The proposal coincides with Delta Airlines’ partnership with DraftKings to explore in-flight betting options. Rosario sees the bill as an opportunity to boost state revenue. “Betting has become big business in the state of Connecticut, and if this takes off, literally, no pun intended, let’s be there to capture some of that revenue,” he told FOX61.

Record Revenue and Opposition

Connecticut’s sports betting market has been thriving. In November 2024 alone, the state generated $30.3 million in revenue, according to the Department of Consumer Protection. Under Rosario’s proposal, 1% of in-flight betting revenue would fund public education, benefiting both urban and rural schools.

Despite its financial potential, the bill faces opposition. U.S. Senator Richard Blumenthal warns of risks associated with gambling in confined spaces. “It is a recipe for disaster, and that’s why it is banned now. It should not be permitted by any state law,” he stated.

Blumenthal has introduced the SAFE Bet Act, a federal measure designed to regulate sports gambling and curb addiction risks. “While someone is on a plane in flight, they are in essence a captive audience, particularly young people who may bet a lot more than they can afford,” he added.

House Bill 6051 now moves to the General Law Committee for discussion. Rosario acknowledges potential hurdles but remains focused on opening the conversation. “It’s a concept. I want to at least start the conversation and see how it goes,” he said.
