Sen. Joseph Addabbo Proposes Raising Gambling Age for VLTs in New York

Longtime supporter of legalizing gambling in New York, Senator Joseph Addabbo, is taking action to lessen the risks. He wants to increase the minimum gambling age for users of Video Lottery Terminals (VLTs) to 21 by passing Senate Bill 2610. The potential harm that these chance-based devices could cause to younger, more susceptible players is the precise concern that our plan aims to address.

Despite having the word “lottery” in their name, VLTs operate entirely on chance, just like slot machines. At the moment, these machines may be found at a number of locations, such as Resorts World Hudson Valley and Saratoga Casino Hotel. These establishments would have to modify their rules to comply with the revised age restriction if the bill were to pass.

Interestingly, the senator does not propose raising the gambling age for traditional lottery games, which would remain accessible to individuals 18 and older. However, Quick Draw, a keno-style game offered at many locations, would also fall under the proposed 21-and-over restriction.

Aligning Policies with Casino Standards

Addabbo’s plan aligns with existing regulations at New York’s commercial casinos, where patrons must already be 21 to gamble. The senator believes this change reinforces social responsibility, ensuring consistent standards across gambling venues.

While some establishments hosting VLTs might resist the change, the proposal could have a long-term positive impact on protecting vulnerable groups. “VLTs are higher propensity games, meaning they’re likely to cause more harm,” Addabbo argues.
