As preparations for the $275 million Cedar Crossing Casino in Cedar Rapids proceed, lawmakers in Iowa are reexamining the concept of a casino moratorium. Before acting, House Speaker Pat Grassley stressed that lawmakers, the Senate, and Governor Kim Reynolds must reach an agreement.
Grassley talked about the possible effects of Representative Bobby Kaufmann’s proposed measure, which aims to stop new casino licenses until 2029, on “Iowa Press” via Iowa PBS. The Cedar Rapids casino project may be in danger if this is approved, particularly if the Iowa Racing and Gaming Commission (IRGC) postpones making a decision until February 2025.
The developers behind Cedar Crossing Casino have already asked the IRGC to dismiss a petition from competitors opposing the license. Studies project the casino could generate $118 million annually, but concerns about market saturation and harm to existing businesses persist.
Balancing Economic Growth and Market Stability
The Cedar Crossing Casino project, supported by Peninsula Pacific Entertainment and the Linn County Gaming Association (LCGA), has drawn significant opposition. Existing casino operators argue that adding another facility could reduce their revenues, echoing objections raised in 2014 and 2017 when Cedar Rapids casino proposals were denied.
Despite the resistance, the project has strong local support. Cedar Rapids Mayor Tiffany O’Donnell highlighted its potential to create over 1,500 jobs and inject $80 million into Iowa’s economy. Additionally, developers pledged 8% of annual revenue to local charities, exceeding the state-mandated 3%.
Grassley acknowledged the urgency for action if lawmakers intend to influence the IRGC’s decision but cautioned against rushing without bipartisan agreement. He noted that gambling-related legislation often sparks divided opinions, making consensus essential.
As the IRGC prepares to decide, the proposed moratorium adds complexity to the Cedar Rapids casino’s future. Advocates view the project as a transformative opportunity for the city, while opponents remain focused on preserving market balance and existing revenues.
