The enactment of Law No. 1016/1997 has formally restructured Paraguay’s gambling sector. With the introduction of a liberalized framework and modernization of the nation’s gambling laws, this important reform opens the market to private enterprises. It is anticipated that the action will increase tax receipts and bring Paraguay into compliance with international regulations.
On December 19, the Senate passed the measure, and on December 24, the Chamber of Deputies did the same in a special session. These bold actions guarantee that Paraguay has a reformed regulatory base to begin the new year. The measure, which was first presented in November, intends to improve monitoring, break up monopolies, and guarantee financial accountability in the gaming industry.
A key element of the reform is restructuring the National Gaming Commission. It will now operate under the National Directorate of Tax Revenues, ensuring effective oversight and maximizing tax collection. This alignment with international standards reflects Paraguay’s commitment to leveraging proven strategies to generate additional revenue.
Global Context and Local Support
Paraguay’s reforms align with similar moves in global markets. For example, Finland has announced plans to shift from a gambling monopoly to a liberalized model. Zimbabwe has also implemented a 10% tax on sports betting winnings to boost its budget.
Despite initial opposition from lawmakers like Deputies Adrián Vaesken and Rocío Vallejo, the reform received overwhelming support. Deputy Yamil Esgaib emphasized the law’s potential to strengthen the National Gaming Commission and ensure effective tax collection.
One of the main forces behind these reforms was President Santiago Peña, who was a fervent supporter of a liberalized gambling industry. His government emphasized the necessity of a regulatory structure that can adapt to the expansion of the gaming sector and technological breakthroughs.
With this new law, Paraguay is positioned as a progressive participant in the international gaming market, guaranteeing the country’s long-term viability and economic gains.
