A site design for Live! Casino was conditionally approved by the Planning Board, paving the way for the opening of a major entertainment destination in Salem, New Hampshire. The Lord & Taylor shop, which has been idle since 2020, will be repurposed as part of the $160 million renovation planned for The Mall at Rockingham Park.
After over three hours of deliberation, the board voted 5-2 to address the issues raised by abutters who were represented by lawyer Amy Manzelli. Manzelli contended that the project lacked sufficient data regarding possible neighborhood effects, such as those related to lighting, traffic, and public safety. “This application is not approvable because it does not provide enough information about how it will impact the neighborhood around it,” she stated.
Despite objections, Salem’s Planning Director, Jacob LaFontaine, and other board members found the traffic study sufficient. Police Chief Joel Dolan assured the community that additional staffing costs would fall on the property managers, not taxpayers.
Community Divided but Optimistic
The casino proposal sparked mixed reactions during public comments. Some residents supported the project, citing potential economic and social benefits, while others shared Manzelli’s concerns. Town Council Chair Joe Sweeney voiced optimism, stating, “This is an exciting time and something the town has wanted for a bit.”
The proposed three-story Live! Casino will feature over 900 historic racing machines, 40+ gambling tables, a sports lounge, and event spaces. Other amenities include a movie theater, golf simulators, retail shops, and an employee outdoor patio. The top floor will serve as office space.
Developers plan to begin interior demolition early next year, transforming the building into a state-of-the-art entertainment venue. They also hinted at future expansions, including a hotel, pending approval from the town and mall owner.
While Manzelli raised legal concerns about a former deed restriction prohibiting gaming facilities, the applicant’s attorney, John Sokul, clarified that the restriction had expired. Mark Gross of Tuscan Village assured residents that lighting issues have not posed problems since the mall’s development began in 1991.
With construction on the horizon, Live! Casino aims to bring new life to Salem, attracting visitors and boosting the local economy. The project exemplifies the town’s forward-looking vision while balancing community input.
