The Senate may soon vote on a bill to allow casinos in integrated resorts, according to Brazilian Senator Irajá Silvestre, who is hopeful that casinos will be legalized in Brazil. Silvestre, who is the bill’s rapporteur, has defended the measure’s possible advantages for the economy and tourism, claiming that regulated gambling may provide a sizable increase in income.
Economic Promise and Industry Support
Senator Silvestre highlighted the widespread support behind Bill 2.234/22, which proposes a regulated framework for physical casinos in Brazil. “Backing from major business associations and government ministries underscores the perceived economic benefits,” he noted. He believes this legislation could generate jobs, increase tax revenue, and help combat illegal gambling by directing such activities into government-controlled environments.
With estimates indicating that casino resort expansions may attract BRL 100 billion (USD $17.3 billion) in money, if the legislation is implemented, it could pave the way for significant investments. According to Silvestre, the new financing will greatly aid in the development of jobs and local infrastructure initiatives.
The senator highlighted how legalizing casinos would affect the travel and tourist sector, which he thinks might double in size. Presently, Brazil welcomes about six million visitors annually. Silvestre thinks that number might rise to 12 million visits a year over the following five years, though, once casinos are permitted. Foreign spending may result from such expansion, which would be advantageous for Brazilian companies and service industries.
The government would start the bidding process for casino operators in 2025 if the measure is approved by year’s end, following the model of Brazil’s recent successful competitive airport privatization procedures. This strategy would make it possible for private businesses to own and run casinos, boosting Brazil’s standing as one of South America’s top entertainment destinations.
