On October 7, Mike O’Kane was replaced as member of the Horserace Betting Levy Board (HBLB) by Simon Clare, the director of customer communications at Entain. This appointment occurs at a time when contributions to the HBLB, which uses a portion of bookmakers’ earnings to improve the horseracing business, are increasing. With nearly three decades of experience in horse racing and betting, Clare is a great addition to the board.
The HBLB provides funding for the advancement of veterinary research, better horse breeding, and infrastructural improvements for the sport as a whole. A single appointee from the Betting and Gaming Council (BGC), where Clare currently represents bookmakers, is part of the board of seven members that oversees it. In 2023, BGC members are expected to pay £105 million toward the Levy—a £5 million increase over the previous year.
Levy Payments Boost Prize Money
The rising contributions have positively impacted the sport. Thanks to the additional funding, the HBLB announced an increased prize money allocation for 2024, rising from £67.3 million in 2023 to £70.5 million. This marks the third consecutive year of growth for the Levy, following contributions of £97 million in 2021 and £100 million in 2022.
Grainne Hurst, CEO of the BGC, praised Clare’s appointment, stating, “We’re delighted Simon is joining the HBLB. His experience at Ladbrokes and Coral has made him a respected advocate for the sport, and his knowledge will be crucial to the Board in the years ahead.”
Clare’s career began after he completed the Jockey Club Graduate Scheme, followed by roles at the British Horseracing Board and Ladbrokes. He has managed PR, sponsorship, and social media for several top brands like Ladbrokes, Coral, and Partypoker, and remains a passionate supporter of horse racing.
Upon his appointment, Clare remarked, “I am extremely honored to join the Horserace Betting Levy Board. Mike O’Kane leaves big shoes to fill, but I look forward to making my own contribution to this vital organization.”
