Jamaica Plans New Integrated Resort License to Boost Tourism

For over ten years, Jamaica has explored ways to enhance its tourism industry. One idea that has gained attention is the development of integrated resorts (IRs), which include hotel accommodations, dining, shopping outlets, and casino gambling.

Jamaica’s government is preparing to reopen the bidding process for a new integrated resort license. This comes after an earlier attempt awarded one license but fell short of selecting a second. On October 1, Dr. Nigel Clarke, the Minister of Finance, confirmed that a new public invitation for license applications will soon open for the St. James zone, as reported by the Jamaica Information Service.

The government has laid out strict requirements for future IRs. These resorts must offer at least 1,000 hotel rooms, with a minimum of 500 luxury accommodations. The investment must total at least $450 million. Additionally, each resort must feature dining, shopping outlets, spas, recreational facilities, and casino gambling.

Boosting Jamaica’s Economy Through Integrated Resorts

Dr. Clarke highlighted the Ministry of Finance’s efforts dating back to October 2021. The goal was to grant two licenses for approved integrated resort developments (AIRD) in St. James and the combined Hanover-Westmoreland zone. After thorough evaluation, the Hanover-Westmoreland zone applicant secured a license in August 2022.

However, the St. James bid failed to meet financial disclosure requirements. Clarke explained that the applicant “had not provided sufficient evidence,” leading to the denial of a recommendation and license.
