The much-awaited casino project in Norfolk, which is being carried out in partnership with Boyd Gaming and the Pamunkey Indian Tribe, has advanced. The acquisition and development agreement for the new waterfront casino to be built close to Harbor Park was authorized by the council in a 7-1 vote, which is a big step toward achieving the project’s financial potential.
To make the proposal a reality, Boyd Gaming, through Golden Eagle Consulting II, LLC, will collaborate with the Pamunkey Indian Tribe. There will be 50 table games, 1,500 slot machines, a 200-room hotel, and eight food and beverage establishments in the casino. With nearly 3,500 employment anticipated and $230 million in wages and sales annually, the development is anticipated to have a positive impact on the local economy.
Keith Smith, President and CEO of Boyd Gaming, expressed optimism about the project, saying, “We are pleased to take this important step forward in helping the Pamunkey Indian Tribe realize its vision of a best-in-class gaming resort.” He emphasized that the Norfolk area presents a strong growth opportunity in the underserved Mid-Atlantic gaming market.
Economic Gains and Public Concerns
Norfolk Mayor Kenny Alexander praised the project as a major achievement for the city, highlighting its potential to generate millions in tax revenue and revitalize the waterfront. However, not all council members were on board. Councilwoman Andria McClellan opposed the agreement, raising concerns about the casino’s strain on public services and its potential to increase problem gambling.
McClellan voiced her concerns, stating, “I believe this is going to create an undue burden on our over-taxed police department, 911 call center, and fire & rescue.” Despite her objections, the council voted to move ahead, with expectations that the casino, branded as “Project Mermaid,” will be completed by 2025.
The Norfolk Architectural Review Board has delayed a final decision on the casino’s design, awaiting further modifications before its next meeting.
