Brazil Poised for Major Shift with Upcoming Gambling Legislation Vote

Brazil is on the brink of a major decision that could transform its gambling sector. The Senate is preparing for a crucial vote on a bill that would legalize land-based gambling, including casinos, bingo, jogo de bicho, and horse race betting. If passed, this long-debated legislation could pave the way for a regulated gambling industry in the country, and a vote is expected soon.

Legislation Gaining Momentum in the Senate

The bill, PL 2,234/2022, made it through the Justice and Citizenship Committee by a narrow 14-12 margin in June and now awaits a full Senate vote. Senator Irajá Abreu has been vocal about the need for quick action, stating that the time is ripe for Brazil to embrace legal land-based gambling. He expressed confidence in securing enough support, arguing that the industry is essential to Brazil’s economic growth and regulatory needs.

Industry insiders share this positive outlook. Alex Pariente, a senior executive at Hard Rock International, highlighted the importance of a legal framework for gambling, noting that unregulated activities are already prevalent. “Legalizing land-based casinos is essential for formalizing the industry,” Pariente said. He also emphasized that responsible gaming practices and consumer protections would be strengthened with regulation courtesy of online gaming’s new rules. The bill has garnered the backing of significant political figures, including Finance Minister Fernando Haddad and President Luiz Inácio Lula da Silva, both of whom support the initiative.

Proponents believe that legalized gambling will greatly benefit Brazil’s economy. In addition to creating jobs, the bill could attract international investors and elevate Brazil’s profile in the global tourism market. Hugo Baungartner, a leader at Aposta Ganha, expressed optimism that the broader Senate vote would yield stronger support than the committee’s close decision.

If passed, this legislation could establish Brazil as a formidable player in the international gambling scene, potentially rivaling markets in other major countries. The upcoming Senate vote could mark the start of a new era for Brazil’s gambling industry, driving growth and development across multiple sectors.
