The model iGaming legislation from the National Council of Legislators from Gaming States (NCLGS) has been delayed. It was originally scheduled to be released at its summer conference in Pittsburgh. This choice was made after lengthy deliberations among lawmakers, regulators, scholars, and business executives, which highlighted how difficult it is to create thorough laws governing internet casinos.
The complexity of the work was demonstrated by the fact that the first draft of the Act was more than 100 pages long. To guarantee completeness, NCLGS made the decision to prolong the development period. Within the next two to three weeks, the group intends to issue the initial draft, which will be followed by a 30-day feedback period. A group of specialists will assess the document during this time and provide suggestions to the NCLGS iGaming Committee.
The committee will then discuss and approve the model legislation at the NCLGS winter conference in New Orleans in December. This version will serve as a recommended framework for states considering iGaming in 2025. The finalization process will continue until the following summer to ensure all considerations are addressed.
Guidelines for States and Future Prospects
NCLGS founder Steve Geller emphasized that the model legislation is intended as a guideline rather than a rigid template, recognizing the unique characteristics of each state’s gaming landscape. To enhance readability and usability, the organization plans to condense the final document to between 15 and 20 pages.
As states face budget deficits and seek to modernize their gambling industries, the NCLGS iGaming model legislation is expected to play a crucial role in shaping future online casino regulations nationwide. By providing a well-considered and flexible framework, NCLGS aims to assist states in navigating the complexities of iGaming legalization.
