PGCB Issues Fine to Live! Casino Over Proxy Wagers

The Pennsylvania Gaming Control Board (PGCB) has imposed a $100,000 fine on Stadium Casino RE LLC, the operator of Live! Casino and Hotel Philadelphia. This action follows the approval of a consent agreement during a public meeting by the Board’s Office of Enforcement Counsel.

Unauthorized Proxy Wagers

The fine is related to Live! Casino taking phone bets on sports for customers who aren’t there in person. In violation of both state and casino laws, the PGCB claims that over a period of eight days, staff members received and made 15 “proxy wagers” totaling $287,421.

It is specifically forbidden under the Pennsylvania Gaming Act to take bets from anyone who are not present in person. As such, the gaming licenses of the three concerned sportsbook workers were revoked along with their termination. It also means that the customer who placed the bets is no longer allowed to gamble in the state.

Two people were added to the Involuntary Exclusion List, but the PGCB declined to remove them in another regulatory action. When these people played at casinos in 2019 and 2022, there were instances of youngsters left alone in their cars.
